Developed countries have been starting to deploy international scientific and technological cooperations from the prospective of the national strategy or even the global strategy, and actively carry out science and technology diplomacy, strengthen the construction of the national soft power and smart power, in order to take the strategic initiative. This paper studies the diplomatic strategy of the United States, European Union, Japan and other developed western countries for all-round implementation of the scientific and technological diplomatic policies, and puts forward some suggestions to strengthen science and technology diplomacy in China.
