    Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with Comrade Xi Jinping at its core has made unprecedented efforts to build an ecological civilization by basing on history and the present yet facing the global and future. This paper summarizes the era background and significance of China's promotion of ecological civilization construction, explains the formation process and core essence of Xi Jinping's thought on ecological civilization, and shows the historical, turning and overall changes of ecological civilization construction in the new era from recognition to practice. In addition, this paper points out the current new situation of ecological civilization construction and plans a strategic path for building a beautiful China where man and nature coexist in harmony.

    This paper analyzes China's exploration and practice on the green development road since the 18th Communist Party of China National Congress, and points out that China has made great progress and remarkable achievements on green development, including economic structure, energy utilization, ecological environmental protection, green industry, life-style, institutional system and contribution to the global. In the future, China's green development should take carbon reduction as the key strategy, coordinate and promote the synergistic effect of pollution reduction and carbon reduction, optimize the development and protection pattern of territorial space, promote the high-quality development of energy, strengthen the innovation and application of key technologies, and continue to deepen the reform of ecological civilization system.

    Eco-environmental science and technology is the basis for ecological environment protection, it is leading China to a historic turning point in the overall change and fundamental improvement of ecological environment. Based on a review of the development of ecological and environmental science and technology, this paper summarizes the characteristics of ecological and environmental researches at different stages, and great research progress made in China since the 18th National Congress of the CPC in ecological environmental protection and restoration, environmental pollution control, basic capacity building in environmental science and technology, innovation in green engineering, etc. After listing out the current deficiencies of ecological environmental science and technology, the paper makes proposals in five aspects: intensifying the basic theory and technological innovation; reinforcing the bottleneck area and crucial segment research; strengthening research in joint prevention, control and comprehensive improvement of overall and regional ecological and environmental problems; enhancing the basic supporting role of ecological and environmental science and technology; strengthening the integration research and application of new technologies in information, biology, molecular and other fields.

    It is the premise of effective prevention and control of biological disasters to accurately define concept and clarify classification on them. The research progress on the definition and classification of biological disasters was reviewed at home and abroad. It was founded that the definition of biological disaster is not uniform at present. In order to solve the problems of inconsistent angles, lack of elements and inaccurate expressions, the accurate and complete definition of biological disaster should be divided into broad and narrow sense, including four elements: hazard, exposure, disaster-formative environment, and degree of harm. There are errors and repetition on the classification of biological disasters in the Chinese National Standard "Classification and Codes for Natural Disasters". The suggestions for Improvement were developed: forest/grassland fire should be juxtaposed with biological disasters, disease and insect pest as one tape should be divided into two tapes, and red tide disaster under marine disasters should be deleted. The possible future direction were discussed.

    Improving the efficiency of industrial water resource is one way to alleviate the contradiction between water supply and demand and it is also an important guarantee for ecological protection and high-quality development in the Yellow River Basin. Based on the super-efficiency EBM model, ML index and Tobit model of undesired output, this study analyzes the temporal and spatial differentiation and influencing factors of industrial water resource efficiency in the nine provinces (autonomous regions) of the Yellow River Basin from 2010 to 2019. The results indicate that the overall average value of industrial water resource efficiency in the nine provinces is 0.77, lower than the effective level, but shows a fluctuating upward trend. There are obvious differences among these provinces, with Shandong having the highest efficiency and Ningxia the lowest. The main driving force for the improvement of ML index comes from technological progress, and the scale efficiency of some provinces hinders the positive adjustment of ML index by technical efficiency. The technological level and degree of industrialization have a promoting effect on the increase of industrial water resource efficiency; the inhibitory effects of water resource endowment, industrial water use intensity and government regulation intensity are significant. Finally, the article puts forward some corresponding suggestions.

    Because of its location advantages and rich natural resources, coastal zone has a great development value in promoting population agglomeration and frequent economic development activities. However, the contradiction between shortterm economic interests pursuit and long-term ecological environment protection is prominent. Coastal zone spatial governance is a public management process in order to achieve effective allocation of coastal zone spatial resources and balance of interests of multiple subjects under the background of maritime power. It is also an important application of the global governance theory in the coastal zone field with space as the breakthrough point. Aiming at the problems of land development and sewage discharge in coastal zone, offshore fishery resources and disaster threat, this paper studies the global coastal zone spatial governance mechanism and its operation mode, including three types of mechanisms: incentive, coordination and restraint, so as to provide experience and reference for China's coastal space governance.

    The soils surrounding coastal nuclear power plant are currently mainly brown soil and aeolian sandy soil in China . Previous research focused on the characteristics of 137Cs and 89Sr in different soils, and details of 60Co in brown soil and aeolian sandy soil are still inadequate. This study deals with an experiment to determine the vertical migration of 60Co in brown soil and aeolian sandy soil. The soils around Shidaowan Nuclear Power Plant are studied by using undisturbed soil column methods and isotope tracer technology to identify the factors influencing the migration depths in soil. The results show that with the increase of the number of leaching tests the migration of 60Co in aeolian sand soil is greater than that in brown soil, but the difference gradually decreases with the progress of spray test; that the content of 60Co in leaching water is very little and cannot be detected due to the strong adsorption by soil; and that after three years of undisturbed soil column experiment, 72.36~85.26% of 60Co mainly is retarded in the range of 0~5 cm in both soil surfaces. It is proved that 60Co is difficult to migrate to groundwater in a short period. The distribution of specific activity of 60Co in soil is an individual exponential declining with the depth of oil. The study provides technical support for post-accident environmental impact assessment and post-accident soil treatment in future.

    With the increasingly prominent problem of radioactive pollution caused by nuclear energy utilization, repair and treatment of radioactive pollution becomes an important method to protect human beings from potential harm caused by radioactive pollution sources. The success of remediation depends on continuous participation of new technologies and innovation of new governance methods integrating science, knowledge production and management. On the orther hand, ethical considerations of pollution remediation technologies need to be introduced. Guided by the ethical basis of radiation protection, this paper analyzes the ethical issues of radioactive pollution remediation technology in terms of intention, process and result, so as to advocate the collaborative governance of technology and society and broaden the supplementary expert knowledge system. Guided by the capacity building of comprehensive development of science and technology, this paper presents an effective path for the transition of radioactive pollution remediation technology to the practice of possible, feasible and sustainable responsible research and innovation (RRI), which is also the only way for peaceful use of nuclear energy and sustainable development in the future.
