简述引证行为在科学研究、著述中的普遍性和重要性。针对目前引证行为的失范现象，提出制定“科学引证行为准则”的建议。

The general importance of citation in scientific research and writing is discussed in this paper. To solve problems related with some irregularities in citation at present, a suggestion is made to work out rules for scientific citation by the authoritative departments or academic organizations.
