从美国国防高级研究计划局的组织管理运行机制入手,分析了其组织管理模式、投资领域选择、促进成果转化等方面的经验和做法。针对中国重大科研项目管理的实践,提出了加强政府引导、注重组织顶层设计、聘用顶尖项目管理人才、加强成果转化等建议。
This paper analyzes the organizational management mechanism of the Defense Advanced Research Projects Agency, including the management mode and the investment field. It is suggested to strengthen the government guidance, to pay attention to the top level design of the organization, to employ top project management talents, and promote the transformation of research achievements.
