摘要

建立科技安全预警机制,是加快科技安全预警监测体系建设的重要举措。分析了科技安全预警的本质内涵,认为建立科技安全预警机制是保障科技产业安全的现实需要、提升科技产出效益的重要途径、激发科技创新能力的有效手段;建立科技安全预警机制应遵循目的性、系统性、科学性原则;从科技安全预警的目标确定、信息搜集、分析识别、评价反馈以及绩效评估等5方面探索了建立科技安全预警机制的方法途径,从组织机制、运行机制以及政策法规3方面提出了建立科技安全预警机制的建议。

Abstract

Starting from the essential connotation of technology security early warning, we argue that science and technology security early warning' mechanism is real need to ensure technology industry safety, to improve science and technology output efficiency, and to stimulate scientific and technological innovation ability. Establishing science and technology security's mechanism should follow the principle of purposive, systematicand scientific. Then, we explore the methods and approaches to establish the early-warning mechanism of science and technology security from five aspects, including target determination, information collection, analysis and identification, evaluation and feedback, and performance evaluation. Finally, we present countermeasures and suggestions for establishment of science and technology security's mechanism in terms of organizational mechanism, operation mechanism and police-regulation.
