美国《国家人工智能研究和发展战略计划： 2019更新版》反映了美国政府和业界对人工智能最新发展的战略判断，是美国推进人工智能前沿研发的纲领性文件。研究了美国人工智能研发战略计划2019更新版对其原有战略方向的转变、提出的新的战略方向，分析了值得关注和研究应对的几个战略方向，提出了中国推进人工智能发展和开展国际合作的对策建议。
The report "The National Artificial Intelligence Research and Development Strategic Plan:2019 Update" reflects new strategic judgements of the government and the industry of the United States on the AI development. This programmatic document highlights the US will to promote the cutting-edge AI research in the future. This paper reviews the main changes and new emphases in this 2019 version, and analyzes several new concerns and vital strategic directions highlighted in the report. The implications for the AI development and the international cooperation in China are analyzed and some suggestions are made.
