全国技术市场的建设与发展是中国实施创新驱动发展战略的重要组成部分。分析了中国技术市场交易的基本特征，市场监管法规体系、信息服务平台和国家创新系统的不完备等影响技术成果转化的因素，提出了全国技术市场构建与发展的思路及其运行的行为约束机制、中介组织机制、信息共享机制以及市场监管机制。从知识产权保护、政府作用发挥、政策体系构建、配套设施建设、专利技术产业化、创新模式与创新主体激励等方面提出了政策建议。
The construction and the development of the national technology market is an important part of the innovation-driven development strategy in China. This paper analyzes the basic characteristics of the technology transactions in China, the influencing factors of the imperfect market regulatory system, the information service platform and the national innovation system. The concept for the development of the national technology market is explained, as well as its operation mechanism of the behavior constraint, the intermediary organization mechanism, the information sharing mechanism and the market supervision mechanism. Policy suggestions are made in the intellectual property protection, the government actions, the policy system construction, the construction of supporting facilities, the patent technology industrialization, the innovation mode and the incentive for innovation players.
