Science and technology security status and governance suggestions in chip field

摘要

集成电路产业由于其基础性、战略性、先导性作用,已成为大国博弈的关键领域和重要手段。总结梳理了中国集成电路产业的发展现状,分析了中国在芯片领域面临的发展困境,得出了中国在芯片领域不仅存在基础发展薄弱、创新力不足等短板,而且产业生态不完整,还面临着美国日益加码的出口管制措施。针对这些问题现状,立足芯片领域,提出了应兼顾重点、多点布局、发挥新型举国体制优点、加大基础研究创新力度、预警科技安全等方面的意见建议。

Abstract

The integrated circuit industry has become the key field and important means of great power competitions, for its fundamental, strategic and leading role. By summarizing and sorting out the development status of China's integrated circuit industry, and analyzing the development difficulties faced by China in the chip field, it is found that China not only has weak basic development, lack of innovation and other weaknesses in the chip field, but also has incomplete industrial ecology, and also faces the increasing export control policies of the United States. In view of the current situation of these problems, based on the present status of the chip field, we put forward some suggestions on giving consideration to the key points, multi-point layout, giving full play to the advantages of the new national system, strengthening basic research and innovation, and warning science and technology security.
