摘要

海洋生态保护作为中国海洋绿色发展的重要基础。总结了中国海洋生态环境面临的生态灾害威胁、渔业资源萎缩、海洋产业绿色发展保障不足等问题,以及海洋开发建设风险高、生态保护与修复资金缺口大的挑战。结合海洋生态保护与修复密切关联,与绿色发展相互支持的特点,提出中国海洋生态保护基础上绿色发展的战略目标,从空间管控、资金保障、体系完善、碳汇市场化等角度提出了海洋生态保护的发展路径。

Abstract

Marine ecological protection is an important development basis for China's ocean green development. On the one hand, it can provide sustainable resources and environment for green development. On the other hand, it can enhance the carbon sink capacity of the ocean and strengthen green development in achieving China's "double carbon" goals. This paper systematically reviews the current situation and challenges of China's marine ecological protection, including sub-health status of most marine ecosystem, threat of marine environmental hazard, depletion of fishery resources, high risk of coastal development and lack of marine ecological restoration funding. Based on these situations, this paper proposes the strategic goals for China's marine ecological protection. Finally, from the perspectives of space management, financial guarantee, system improvement and marketization of carbon sink, this paper puts forward the development path of China's marine ecological protection to fulfill green development.
