Abstract:Since 1949, the construction of China's emergency management system has gone through four stages:the period of the emergency management coordination mechanism led by the classified management and the provisional institutions, the construction period of the emergency management system based on "one case, three systems", the implementation and improvement period of the emergency management system based on "one case, three systems", and nowadays the period of Chinese characteristic emergency management system with the concept of "the overall national security concept". This paper reviews the different historical stages of the development of the emergency management in China, analyzes China's emergency management system construction since the beginning of the reform and opening up period, summarizes the existing problems, and proposes prospects and improvements for the future development of China's emergency management system.
