Abstract: The report "The National Artificial Intelligence Research and Development Strategic Plan:2019 Update" reflects new strategic judgements of the government and the industry of the United States on the AI development. This programmatic document highlights the US will to promote the cutting-edge AI research in the future. This paper reviews the main changes and new emphases in this 2019 version, and analyzes several new concerns and vital strategic directions highlighted in the report. The implications for the AI development and the international cooperation in China are analyzed and some suggestions are made.
