Abstract: The coordination degree of higher education-economic development(He-Ed) composite system has been a research focus, but the quantitative analysis hasn't been seen. Based on the theory of system science, this paper put forward the concept of He-Ed system coordination, that is vigorously to use and to promote the relationship between higher education and economic development system, and the coordination degree model of He-Ed system is established. This model is applied to analyzing the coordination degree of He-Ed system of Jiangsu Province from 1990 to 2003. The result shows that the period can be divided into three stages, namely no-sequence from 1991 to 1994, slowly sequence Province from 1995 to 1998 and rapidly sequence from 1999 to 2003. And the expansion policy of higher education in Jiangsu since 1995 coordinate the economic development, and the coordination degree of composite system has grown steadily. The coordination model is an effective method of analysing the system coordination development.
