On innovative organizational mode of scientific and technological emergency R & D system

Abstract

The outbreak of COVID-19 has brought great damage to people's lives and health, national economic growth, and harmony and stability of society. Prevention and control tasks of COVID-19 are urgent yet inseparable from technological support. Based on the integrated mobilization and scientific and technological innovation theory, an mobilization of science and technology mode for reallocating the scientific and technological resources and unifying the strength is proposed, which is of the "top governance", "platform connecting" and "carrier implementation" development mode. In order to concentrate military and scientific advantages, this mode takes information technology as support, the business combination as entry point, and the business bus as basis, targets at establishing and improving a cross-organizational work mode. Through this mode, rapid breakthroughs can be made in virus transmission restriction, rapid disease detection, drugs vaccine development, etc. and a strong guarantee for the extraordinary supply of emergency resources supported by science and technology can be provided.
