The report of the 20th National Congress of the Communist Party of China proposed to "actively yet prudently promote carbon peaking and carbon neutrality". To realize the goal of "carbon peaking and carbon neutrality" ("dual carbon") is an internal requirement for implementing the new development concept, building a new development pattern and promoting high-quality development. This paper systematically explains how the implementation of the "dual carbon" strategy stimulates high-quality new momentum from five aspects: construction of a new energy system, construction of a new power system, innovation of green and low-carbon science and technology, promotion of a new development pattern，and modernization of governance capacity.
