  • Exclusive: Buiding the Science and Technology Country

    “智能制造”是人工智能等新一代信息技术与制造装备融合的集成创新和工程应用,符合中国制造强国的战略目标,是《中国制造2025》“五大工程”之一。近年来,大数据、人工智能等技术在图像、视频、语音、情报等应用方面取得巨大成功,进而逐渐应用到制造领域,得到学术界、工业界和中国政府的高度重视。智能制造是复杂的系统工程,智能产品是主体,智能生产是主线,以智能服务为中心的产业模式变革是主题,而信息物理系统(cyber-physical-systems,CPS)和工业互联网只是初步的基础设施。研究人工智能、大数据等新技术,构建新的智能制造系统,并实现行业的广泛应用,对中国的制造业具有重大意义。

    To build a strong scientific and technological country in the world, China needs to seize the opportunities brought by the new science and technology revolution and industrial transformation and meet its challenges. Based on the examination of concept of science and technology power, science and technology revolution, this paper summarizes some experience of the science and technology revolution, and analyzes the opportunities and challenges brought by new science and technology revolution and industrial transformation for China to construct science and technology power. It is pointed out that to build the world science and technology power, China needs to build the new national innovation system under the trend of new technology revolution and industrial transformation, and put forward new thinking and main measures for constructing the new national innovation system.

    Building a science and technology powerful country(STPC) is the national strategy of China, "Becoming the STPC by 2049" has also become an important development goal of China. Accurately grasping the characteristics of the STPC is conducive to finding out the shortcomings and focusing on the key points of development. The STPC is the organic combination of multilevel elements, such as "the capability and achievements of science and technology", "the hard strength and soft power of science and technology" and "epistemology, methodology and practice". Only from the perspectives of scientific research capacity, scientific and technological innovation ability, the development paradigm of science and technology, the level of scientific and technological products and engineering, the formulation of scientific and technological standards, and the influence of science and technology at home and abroad, can we grasp the typical characteristics of the STPC relatively scientifically.

    In the new era, strengthening basic scientific research is of great significance for the in-depth implementation of innovationdriven development strategies and the construction of innovative country and world science and technology power. However, compared with the requirements of building a world science and technology power, China's basic scientific research shortcomings are still outstanding. The recent China-US trade friction has further aroused the society's attention to basic scientific research in China. What kind of basic scientific research China needs to become a technologically powerful country is worthy of reflection. On the basis of analyzing the changes in the main contradictions of basic research in our country and combined with the new characteristics of basic research, this study argues that building a strong country of science and technology calls for high-quality basic research. High-quality basic research development requires high-level policies and management, especially paying attention to the basic research, the cross-interactions, the talent, and the culture of innovation.

    The internal mechanism and realistic path of cultural science and technology innovations are internal-external interaction and echoing each other. This paper summarizes the road of cultural science and technology innovation in science and technology powers, analyzes the internal mechanism of cultural science and technology innovation, and probes into the realistic path of Chinese culture science and technology innovation. It is shown that cultural demand and creativity can guide cultural scientific and technological innovations; science and technology innovation can support cultural industry innovation; design can promote the integration and promotion of science and technology innovation and cultural creativity. Towards the goal of the scientific and technological power in the world, the author tries to further study the internal mechanism of cultural science and technology innovation and consolidate the realistic path.
