    Sino-Singapore Tianjin Eco-city is the first eco-city planned and constructed by the international cooperation in China. In view of the problems of inadequate construction work, outdated planning standards and insufficient supply, this paper proposes an evaluation system based on the latest researches at home and abroad and the latest national standards, by using the network analysis, the group decision-making analytic hierarchy process and the nuclear density method. It is shown that the types of public service facilities are incomplete, the spatial distribution of public service facilities is unbalanced, the cellular facilities need to be improved, and the transportation facilities are inadequate. With regard to the spatial layout of urban service facilities, the paper puts forward some optimization strategies, such as increasing the density of facilities in fringe areas, supplementing facilities for elders and youth, building more cellular facilities, and increasing green transportation service facilities and external transportation tools.

    An analysis of spatio-temporal characteristics of the coastline utilization is the basis of a reasonable planning for the coastal zone. According to the topographic maps and the remote sensing images, the mainland coastline of Fujian province in the 1940s, the 1960s, and in 1990, 2000, 2010 and 2014 are delineated and classified into eight types based on the previous researches and the visual interpretations of the remote sensing images; each type of coastline utilization is assigned with scores of human force degree and the index of the coastline utilization degree (ICUD) is calculated at the provincial and local scales, respectively. Results are as follows: 1) in the last nearly 70 years, the coastline utilization degree of Fujian province increases continuously and significantly, especially in the last 20 years, with an extremely remarkable growth: 2) with the increasing tension between space and population, the hot spots of the coastal development began to shift to Fuzhou and Ningde. The index of the coastline utilization degree can be used quite effectively to detect the patterns and the processes of how the human activities influence the coastline. It will help the understanding of the coastal development and its effect on the eco-environmental system, and ultimately provide a decision support for scientific planning and integrated management of the coastal zone.

    This paper analyzes the inherent characteristics of resources and environment of Xiong'an New Area, in the context of the development planning and positioning of Xiong'an New Area, with the resources system, the environment system, the ecology (green ecology) system, the social and economic system in the first level, using the main principles of sciences, systems engineering, dynamics, human-land relationship coordination and sustainable development, and with the land resources, the water resources, the mineral resources, the water environment, the atmospheric environment, the geological environment, the green governance, the green production, the green life, the economy and the society in the second level and some other factors in the third level. By using the correlation analysis of the SPSS, the duplicated information in the evaluation indexes in the three levels is eliminated and the main influencing factors of resources and environment carrying capacity of Xiong'an New Area are refined through the principal component analysis method and the evaluation indexes are optimized, and the final 48 three-level evaluation indexes are determined. The evaluation index system of resources and environment carrying capacity of Xiong'an New Area constructed by the above method could more accurately reflect the coordinated development degree among resources, environment, ecology, social and economic system, to reveal the driving mechanism of the key elements of resources and environment carrying capacity in Xiong'an New Area.
