    In the context of globalization, China is in a critical period transforming from traditional factor-driven development to innovation-driven growth in this paper, the importance, connotation, mode, and integration mechanism of the integration and development of the innovation chain and the industrial chain are discussed. Firstly, the necessity to integrate the innovation chain with the industrial chain is analyzed, emphasizing the supportive role of scientific research transformation in economic development and highlighting the innovation chain's role in supporting the industrial chain's development. Secondly, through discussing different innovation models, such as large user-led, production enterprise-led, government-led, and university research unit-led, and taking Fuxing Electric Multiple Unit and Huawei's 5G technology as examples, the significant contributions of large users and production enterprises to technological innovation are demonstrated. Concurrently, the integration mechanisms of the innovation chain and industrial chain are explored, aiming to resolve the contradiction between innovation and application and promote the effective transformation of innovation outcomes and the upgrading of the industrial chain. Finally, according to the analysis of the integrated development of innovation chain and industrial chain, relevant policy suggestions are put forward.

    Under the background of the superpower games, the United States actively promotes the de Sinicization of key minerals and constructs a strategic blockade against China, which may seriously affect China's normal resource rights and interests. Based on the critical mineral related data released by the United States Geological Survey from 2013 to 2022, quantitative research was conducted from three perspectives: import dependence, market dynamics, and supply risk. The changes in the security of the critical mineral supply chain in the United States were elucidated, and the means and characteristics of strengthening the security of the critical mineral supply chain in the United States were analyzed. About 90% of critical minerals in the United States rely on imports, with China as its top supplier. The market dynamics of about 70% of critical minerals fluctuate violently, and market instability may amplify the import risk of critical minerals in the United States; About 32% of critical mineral supply risks are high or keep rising, and the production capacity of critical minerals further shifts to some thirdworld countries in Asia, Africa and South America, and the escalation of geopolitical crises may exacerbate mineral supply risks. Based on the analysis of the security situation of the key mineral supply chain in the United States and its security measures to strengthen supply chain, suggestions have been put forward, including systematic planning to respond to the strategic game of key minerals, enhance the influence on the international mineral resource market, deepen overseas development cooperation, and strengthen risk prevention and control.

    The research analyzed the material treatment, career management, welfare, and other incentives for researchers in Japanese universities, research institutions, and enterprises. It concluded that the complementary relationship of research collaboration among Japanese universities, research institutions, and enterprises, leveraging their respective strengths, has played an important role in promoting the development of scientific and technological innovation in Japan. Japan's scientific research is well-funded, with diverse sources of funding. Additionally, Japan's research funds are allocated clearly and competitively, ensuring the high-quality development of its scientific research. While optimizing the efficiency of research funding allocation and other measures, Japan focuses on increasing opportunities for young scholars to obtain research grants, providing more possibilities for the future development of science in Japan. The stable and diverse income sources, combined with scientific management methods, have improved the welfare of researchers and promoted the formation of incentive mechanisms. This study of the current situation and its characteristics has important reference significance for China in optimizing the incentive system of its fundamental research team.

    The "guardrail provisions" of the United States' CHIPS and Science Act are an important part of the U. S. semiconductor industry's development strategy. The primary purpose was to limit companies with leading-edge semiconductor technology from investing, expanding production, or providing technological licensing in China, as well as restricting U. S. institutions with advanced technology from cooperating with China's counterparts. The detailed regulations of the recently implemented CHIPS fund further clarified the scope of application, exceptions, and punitive measures under the "guardrail provisions". This article introduces the mechanisms of the "guardrail provisions", analyzes the impact of the "guardrail provisions" on the development of semiconductor industry and technological innovation. This article also proposes suggestions for China to respond to the blockade of the "guardrail provisions" from both domestic regulation and international rule perspectives.

    Service-integrated housing (SIH) is an important type of residential housing for the elderly, which has attracted much attention in recent years. By reviewing relevant international literature, this paper analyzes relevant concepts, sorts out the main characteristics, discusses the effects and influences, and summarizes the development status and trend. It is found that SIH is an independent building type between general housing and skilled nursing care facilities, and the flexible combination of housing and services is its signature feature. International experience has shown that the development of such buildings has a positive impact on stakeholders such as governments, older people and the market. In recent years, SIH has developed rapidly internationally and has shown development trends such as urbanization, miniaturization, and strengthening of service capabilities. The international experience is conducive to helping China deepen the understanding of the concept of SIH and respond to the issues of development necessity and direction.
