  • Exclusive: High Quality Development of Yangtze River Delta Integration

    Science and technology innovation resources are the cornerstone of the regional innovation activities and play an important role in the regional economic development. The spatial distribution of the innovation resources is a focus of the economic and geographic studies. Based on the global and local autocorrelation methods, this paper studies the spatial distribution and the dynamic evolution of the scientific and technological innovation resources in the Yangtze River Delta regions from 2000 to 2018, including the R&D funds, the R&D personnel, and the innovative enterprises, and with the help of multiple regression models, analyzes the impact of the scientific and technological innovation resources on the regional innovation capability. It is shown that the Yangtze River Delta regions are rich in scientific and technological innovation resources, in a spatial “Z” pattern composed of Hefei, Nanjing, Suzhou, Shanghai, Hangzhou, and Ningbo among other cities, and the spatial difference shows a shrinking trend from 2000 to 2018. It is shown that the scientific and technological innovation resources play a significant role in promoting the regional innovation capacity. As the spatial distribution of the scientific and technological innovation resources becomes more and more balanced, the regional innovation capacity correspondingly presents a higher and higher trend. This paper puts forward some countermeasures and suggestions to promote the innovation and the development of the Yangtze River Delta regions.

    On October 25, 2019, the "Overall Plan of the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone" was approved by the State Council, marking the initiation of the integrated development of the Yangtze River Delta. In this paper, the green development of the Yangtze River Delta eco-green integrated development demonstration zone is appraised through an evaluation index system. Six suggestions are made for the demonstration zone: establish an inter-governmental coordination mechanism; unify environmental management standards and strengthen information sharing; develop green finance; establish a benefit-oriented industrial transfer mechanism; establish a mechanism for realizing the value of ecological products; and promote technological progress.

    This paper reviews the ideas and the paths of higher quality integrated development of transportation in the Yangtze River Delta, to provide some food for thought with respect to the construction of transportation power pilot sites, in the following six aspects: the facility network, the hub efficiency, the transportation service, the scientific and technological innovation, the transportation and production integration, and the governance capacity, as well as the achievements of transportation integration. For the development orientation of building world-class urban agglomerations, the integration of transportation with higher quality is faced with various outstanding problems, such as the unbalanced development between modes and regions, the insufficient interconnection of facilities, the insufficient international competitiveness of hubs, and the imperfect cooperative governance system. In view of the new trend and requirements of future development, the paper highlights the general idea of the transportation integration. It is suggested to focus on the target positioning, the realization path of the transportation integration with higher quality, with a deep interconnection of the line network, the improvement of the hub energy level, the seamless connection of transportation, the innovative wisdom guidance, and the coordination linkage mechanism.

    The pattern of several airports sharing a regional air transport market is getting more and more popular. Under the background of the rising of the urban agglomeration, this linkage pattern between the urban agglomeration and the airport clusters is formed generally in the world. This paper clarify the related concepts, such as the airport clusters and the multiairport region, then based on analyzing the development of the airport clusters in the Yangtze River Delta, we make the following four observations: the density is still lower than that of the mature airport clusters in the world, there are space imbalances between the airports and the cities, the coordination among the airports has not yet been formed, and the zero-sum thinking still exists. With the mature airport clusters as the benchmark, we analyze the airport density, the hierarchical system, the functional coordination and the regional governance in the world. Based on the above analysis, we put forward four suggestions as follows: firstly, the airport clusters in Shanghai metropolitan should lead the integration of Yangtze River Delta airports, with the airport density around Shanghai being improved. Secondly, the airport clusters in the main metropolitan areas, such as Nanjing and Hangzhou, will be the important points. Thirdly, it is urgent for the main hub-airports and the main metropolitan areas to take a diversified positioning strategy. Lastly, in the Yangtze River Delta, a trans-administrative-area governance organization should be established, for smooth communication and coordination among airports.
