 information dissemination", "deep enhancement of human body functions", "efficient data transmission" and other functions have
 profound practical significance for the development of intelligence activities. By analysing the specific functions of brain
computer interface technology for intelligence activities and the real risks of applying brain-computer interface technology in
 intelligence activities, we have constructed a compliance and protection mechanism that ranges from the guidance of principles to
 the anchoring of rules, and we strive to effectively safeguard the comprehensive application of brain-computer interface
 technology in the field of intelligence. In addition, it is necessary to adhere to the principle of preventive interest protection, the
 principle of interest level protection, and the principle of combining punishment and reward in the process of application, and
 dissolve the risks that brain-computer interface technology may face in the application of intelligence field from five aspects: the
