Though most people are concerned with its environmental, biological, anti-seepage and landscape effects, the lake's plastic sealing project in Yuanmingyuan Ruin Park connected with the ruin's function, wetland's eco-service, water saving and exploring strategies, and the park's management instruments. It was caused by the human-centered philosophy, fragmented institution, reductionism dominated technology. To solve the problem, a kind of watershed based and complex ecosystem oriented integrative planning, construction and management must be carried out. A constructive wetland treatment of the output water from a nearby sewage treatment plant was suggested to add clean and flowing water to the lakes. The action will result in vitalizing the city's water system and providing better eco-service while maintaining the sustainability of the park.

The characteristics of polymeric products were introduced. The practical applications of geomembranes and composite geomembranes at home and abroad were illustrated. It is demonstrated that the anti-seepage program of Lotus Pool has no negative effects on the environment by the new materials.

Cost and Loss of Developing Heavy and Chemical Industries in China

This paper focuses on energy cost and environmental loss of keeping rapid economic growth and developing heavy and chemical industries in China. It designs and calculates elasticity ratio of SO2 emission, and then investigates that ratio and elasticity ratios of energy and electricity consuption from 1999 to 2003 by official statistical data. It also investigates energy consumption and pollutant emissions in per GDP unit, and in per value-added unit of industrial sectors concerned in 2003. The results show that energy especially electricity growth rate and some pollutant emission growth rate, in most years, were higher than GDP growth rate during the period, and also some heavy and chemical industries consumed much more energy and discharged much more pollutants. It also compares China's energy and environmental data with that in some other countries, tries to recognize the improving space of energy use and environment for China's future development,and asks some questions on economic developing pattern in China.

As an industrial economic organization with specific characteristics, industrial cluster is emerging with strong dynamic in global competition, driving the development of regional economy. However, industrial cluster can bring some negative impact on regional economy development. This paper tries to illustrate the reasons for the stagnation and degradation of resource-based regional industrial clusters, explaining the evolving mechanism of industrial cluster from a reverse side.

Considering the contradiction between the rapid developmental economy, the enhancement of people's consumption level, the quickening of product updating frequency and the shortage of natural resources, this paper investigates the necessity, feasibility and significance of resource recovery of waste machinery and electronic products (WMEPs), indicates that the basic approaches of resource recovery of WMEPs involve reduce, reuse, remanufacturing and recycling ("4R"), aiming at maximizing the part of reuse and remanufacturing and minimizing the part of recycling. Fast and healthy development of remanufacturing industry can create considerable economic benefits, offer plentiful employment opportunities, and help to save resource, energy and protect environment, which facilitates the sustainable development of our society. The responsibilities of engineers in driving the resource recovery of WMEPs includes incorporating the strategy of resource recovery of end-of-life product in the origin of product design; adopting new technologies for extending the life of products and reducing energy consumption in the use stage of product; using remanufacturing technologies fully in order to maximize the using efficiency of resource and minimize the environment pollution.

Based on daily precipitation data from 120 stations in Northwest China(NWC) between 1954 and 2003, the changes in precipitation are studied by dividing NWC into two subregions based on REOF analysis. Furthermore, changes in precipitation intensity, frequency and total are investigated. The results are as follows: increase of total precipitation in northwest China is due to precipitation increase in WNWC; both precipitation frequency and intensity have increased in WNWC, while the intensity and frequency have decreased in ENWC.

According to the theory of scale economy, the little scale and vary raise will result lower profit than the special raise. From the viewpoint of risk management, the kind of family-raise is a risk management method of insurance each other. The process that agriculture family uses this kind of risk management is an asset distribution management, so the asset distribution model can display all the process, and farmer's preference of risk can effect his decision. By analysing all the process, it is possible to find some efficient policies that can make family-raise get a good development.
