    As an important platform for knowledge transformation, the science and technology think tanks play an important role in supporting the decision-making. Through the analysis of the typical government science and technology think tanks, this paper summarizes the decision-making-oriented issues, the standard process of knowledge transformation, the team organization and coordination, the information collection, the quality assurance of reports, and the achievement transmission mechanism, and proposes the needs for the knowledge transformation and mechanisms at each stage. It is recommended to systematically organize experts, think tank researchers, and managers through the design standardized consulting procedure, pay more attention to the data collection and the analysis skills, and provide effective policy advice.

    As the scientific societies play an increasingly important role in promoting the scientific and technological progress and building the national innovation system, it is urgent to carefully study the scientific societies to provide an important support for their development in the new era. By reviewing 1164 related journal papers, this paper analyzes the evolution, the research hotspots and the supporting systems of the domestic and foreign scientific societies, and proposes the development strategy of Chinese scientific societies.

    It is of great significance for boosting our strategic scientific and technological strength and building an integrated national strategic system and capabilities to study how the United States manages national laboratories in the field of defense and how various kinds of national laboratories support defense security needs. The paper suggested that the top-level design of our national laboratory system should reflect the national strategic needs, determine the layout of national laboratories in accordance with the requirements of military-civilian integration, innovate the management mode of national laboratories by drawing on the experience of developed countries, and integrate defense science and technology key laboratories into the national key laboratory system.

    The Northeast region used to lead China's industrialization till the 1980s with historic contributions in promoting the industrialization process and establishing the complementary national industrial system. However, in the new century, one arising problem is that the Northeast region lacks developing forces, unlike other regions of the dramatic economy growth. This paper analyzes the causes of this problem, the important issues of the sustainable development and the major methods for the innovative development. Some policy suggestions are made on optimizing the commercial environment and constructing a multi-approach cooperation.

For the revitalization of the Northeast China, we need to pay more attention to the human factors, especially, the "innovators", so as to build a regional innovation system with the "innovators"as the core, explore the potential functions of the existing "innovators", reinforce the introduction of "innovators", focus on the integration of industry and education to cultivate the "innovators", establish a service platform of "Big data + Innovators", stimulate the creativity and the enthusiasm of the "innovators" and support the regional long-term sustainable development through the continuous innovation of the "innovators".

    Since the founding of the People's Republic of China, there have been great changes in agriculture in Heilongjiang Province after 70 years' efforts. Leap development which attracts worldwide attention has been achieved over the past few decades. At present, the total grain output in Heilongjiang Province ranks first in the country as well as the Degree of integrated mechanization, and the Gross livestock production value ranks fifth in the country. The past 70 years' Brilliant achievements gained in Heilongjiang's agriculture under the support and guidance of agricultural science and technology are briefly reviewed in this paper.

    The cultivated land and the ecological land are important factors to maintain the ecological security and the sustainable development. Identifying their dynamic evolution and the transformation relationship will provide a decision-making basis for the ecological environment protection. With Jilin, Liaoning and Heilongjiang provinces in Northeast China as the empirical areas, this paper quantifies the change matrix between the cultivated land and the other types of land based on the Landsat remote sensing images of 1990, 1995, 2000, 2005, 2010 and 2015 as the data sources. The results show that:in northeast China, the conversion of the ecological land into the cultivated land is 3.11 times of that of the cultivated land into the ecological land, where the forest land and the grassland are more active than the waters among the ecological land; the change of the cultivated land area reduces the ecological land step by step in Heilongjiang Province and Jilin Province, so it is desirable to emphasize the rational development of the unused land; the construction land has expanded rapidly through occupying the cultivated land, therefore the flow of the cultivated land to the ecological land is hampered; The flow pattern of ecological land to cultivated land and cultivated land to construction land made land resources face great pressure in Northeast China; Reducing grassland reclamation and controlling the disordered expansion of construction land were the vital methods to protect land resources; Moreover, preventing opening up wasteland and deforestation were also important to facilitate better coordinated development between economy and environment.

    The most important characteristics of the bionic materials are the ability to be desined. The structure and the function of the biological materials in nature can be obtained by artificial intelligent materials by means of bionics.     The tributyl citrate is a non-toxic, green and environmentally friendly plasticizer, one of the new generation plasticizers to replace the widely used toxic plasticizers, and has become a research hotspot. The main properties of the tributyl citrate are listed in detail, and the main synthesis methods of the tributyl citrate are reviewed. The solid acid catalysts for the synthesis of the tributyl citrate are classified and their applications in the esterification are summarized. It is concluded that the organic solid acid catalyst is a suitable catalyst for the preparation of the tributyl citrate.

    The modern sea battlefield environment is complex and the detection objects and the combat forms are diverse. At the same time, the multi-platform equipment has network features, with new requirements and challenges, as compared with that in the traditional naval battle model. With the rapid development of the artificial intelligence technology, the intelligent warfare is beginning to emerge. This paper introduces the concept and the connotation of the intelligent warfare with the application of the artificial intelligence in future naval battles, and analyzes the basic style of the artificial intelligence being integrated into the combat. The future characteristics and laws of the intelligent naval warfare pattern are introduced and the bottlenecks and the challenges faced by the intelligent naval warfare are systematically summarized. Finally, some measures and suggestions for adapting to the future intelligent naval warfare are discussed.

    Young people are the backbone of the scientific and technological contingentsfuture development, and young scientific and technological talents are also the main force of the science and technology, with the most active innovative vitality. Facing In the scientific and technological development strategy in the next 10 to 15 years, the importance of young scientific and technological talents becomes increasingly prominent as a key factor affecting the national scientific and technological development. This paper analyzes and reflects on the development strategy of China's young scientific and technological talents in the future from four aspects; including the talent cultivation, the talent introduction, the talent use and the talent evaluation; and relevant policy suggestions are put forward correspondingly.
