In recent years, the bottleneck technology problems have become more and more in the high-tech industries of China. These problems suggest the serious problem of systematic defects in the innovation system of China. Industrial generic technologies belong to the fields of applied basic research, and they are always multidisciplinary technology integration. This kind of technologies needs to be accumulated and cultivated in a long-term. In the developing countries, it is very important to build many high quality research institutes of industrial generic technology, which should focus on the development of key generic technologies, and they will bridge "the valley of death" in the innovation system, promoting the technology upgrading of the regional industry.

With the new development pattern, the popular exploitation of scientific and technological resources provides a new path for the integration of science, technology and economy. China's relatively rich scientific and technological resources play an intrinsic role in promoting the economic development and the industrial transformation. The rational allocation, the function expansion and the effective transformation of scientific and technological resources are the key to promote the integration of science, technology and economy. The popular exploitation of scientific and technological resources can play an important role in optimizing the allocation of public resources, communicating science to the public, promoting the integration of science, technology and economy, and promoting supply-side structural reform. Meanwhile, there are still obstacles, including the lack of policy support, the insufficient motivation of scientists, the poor channels for popular exploitation and the lack of integration with industry. The paper proposes to provide the policy supply, the dynamic mechanism, the cooperation channel and the resource network for the integration of science, technology and economy by a top-level design, by creating a good ecology, improving the financial security and expanding the communication channels and forming industrial clusters.

The agricultural economy, the industrial economy and the digital economy are three social development stages. In the digital economy era, the new generation of information and communications technology (Big Data, AI+, IoT) drives the productivity in a rapid development, and the relations of the production become more transparent and fairer. The continuous optimization of the efficiency, the quality and the structure of the supply system has a great impact on the demand system and the social governance system. From the angle of the productivity and the production relation, by comparing the digital economy with the agriculture economy and the industrial economy, this paper reviews the reforming trend of the supply and demand system and the development direction of the social governance system in the era of the digital economy, to provide a reference for China to build a new supply system for a high-quality economic development. It is indicated that the digital economy is one of the key factors in promoting China's supply system especially in building the smart productivity and the transparent, fair and efficient production relations. Beyond that, China has to be prepared to go from macro to micro, for the application of the technological innovation, the management mode optimization, the governance system reform and other aspects to benefit under the digital economy.

With the rapid development of the cross-border e-commerce, the corresponding cross-border payment shows a multi-channel, multi-mode and high-frequency nature. The practice of the cross-border e-commerce payment sees several risks from time to time, such as, in credit, interest rate, exchange rate and law. However, these "cross - border" payment risks have not been paid adequate attention in the academic literature, in particular, without in-depth researches on these risk formation mechanisms. With the help of the credit risk theory, combined with the analysis of the specific situations, the relationships and the practices of the cross-border e-commerce payment, this paper systematically discusses various formation mechanisms of the credit risk of the cross-border e-commerce payment, and outlines a three-dimensional picture of the occurrence logic of the cross-border e-commerce payment credit risk.

The fifth Plenary of the 19th Central Committee of the Communist Party of China put the importance of the self-reliance in science and technology to a new height in history. Self-reliance and independence in science and technology requires the open innovation and the international cooperation in the new era. The proposal of self-reliance and independence in science and technology also puts the open innovation and the international cooperation into a new historical background and presents new connotations and requirements. On the basis of expounding the new connotation and the new requirement of the open innovation and the international cooperation in the new era, this paper puts forward some suggestions on further promoting the open innovation and the international cooperation in the new era.

Northeast Asia experieces a rapid economic development with a huge development potential. Since the Belt and Road Initiative was put forward, the cross-border trade of Asian countries increases rapidly. The cross-border logistics corridor is an important support to promote the regional economic cooperation, and to achieve the mutual benefit and the win-win results. This paper reviews the development status and the existing problems of the land cross-border logistics corridor in Northeast Asia, forecasts the development direction of the land cross-border logistics corridor in Northeast Asia under the Belt and Road Initiative, and puts forward measures and suggestions from the perspective of the integrated transportation, such as improving the channel infrastructure, improving the transport organization, and improving the level of the customs clearance facilitation.

The world today is marked by unprecedented changes in a century, and the international science and technology (S&T) cooperation is in an intertwined state of cooperation and competition. Sino-Russian S&T cooperation has a long history with sound foundation and broad prospects on the common goal of integration of S&T and economy. This paper analyzes the new background of Sino-Russian S&T cooperation, including the establishment of a comprehensive strategic partnership between the two countries, facing together the "technological cold war", and the common S&T challenges in the post COVID-19 period. The new goals of Sino-Russian S&T cooperation include the integration of S&T and economy, strengthening basic researches, and creating an innovation ecosystem. In view of the new background and the new goals, it is proposed that Sino-Russian S&T cooperation should adhere to the goal of economic growth, highlight the cooperation orientation of the effective connection of the industrial chain and the innovation chain, consolidate the cooperation basis that reflects the comparative advantages, and expand the cooperation methods based on the elements in the innovation system.

Sino-Singapore Tianjin Eco-city is the first eco-city planned and constructed by the international cooperation in China. In view of the problems of inadequate construction work, outdated planning standards and insufficient supply, this paper proposes an evaluation system based on the latest researches at home and abroad and the latest national standards, by using the network analysis, the group decision-making analytic hierarchy process and the nuclear density method. It is shown that the types of public service facilities are incomplete, the spatial distribution of public service facilities is unbalanced, the cellular facilities need to be improved, and the transportation facilities are inadequate. With regard to the spatial layout of urban service facilities, the paper puts forward some optimization strategies, such as increasing the density of facilities in fringe areas, supplementing facilities for elders and youth, building more cellular facilities, and increasing green transportation service facilities and external transportation tools.

An analysis of spatio-temporal characteristics of the coastline utilization is the basis of a reasonable planning for the coastal zone. According to the topographic maps and the remote sensing images, the mainland coastline of Fujian province in the 1940s, the 1960s, and in 1990, 2000, 2010 and 2014 are delineated and classified into eight types based on the previous researches and the visual interpretations of the remote sensing images; each type of coastline utilization is assigned with scores of human force degree and the index of the coastline utilization degree (ICUD) is calculated at the provincial and local scales, respectively. Results are as follows: 1) in the last nearly 70 years, the coastline utilization degree of Fujian province increases continuously and significantly, especially in the last 20 years, with an extremely remarkable growth: 2) with the increasing tension between space and population, the hot spots of the coastal development began to shift to Fuzhou and Ningde. The index of the coastline utilization degree can be used quite effectively to detect the patterns and the processes of how the human activities influence the coastline. It will help the understanding of the coastal development and its effect on the eco-environmental system, and ultimately provide a decision support for scientific planning and integrated management of the coastal zone.

Study on the construction of evaluation index system of resources and environment carrying capacity of Xiong'an New Area

This paper analyzes the inherent characteristics of resources and environment of Xiong'an New Area, in the context of the development planning and positioning of Xiong'an New Area, with the resources system, the environment system, the ecology (green ecology) system, the social and economic system in the first level, using the main principles of sciences, systems engineering, dynamics, human-land relationship coordination and sustainable development, and with the land resources, the water resources, the mineral resources, the water environment, the atmospheric environment, the geological environment, the green governance, the green production, the green life, the economy and the society in the second level and some other factors in the third level. By using the correlation analysis of the SPSS, the duplicated information in the evaluation indexes in the three levels is eliminated and the main influencing factors of resources and environment carrying capacity of Xiong'an New Area are refined through the principal component analysis method and the evaluation indexes are optimized, and the final 48 three-level evaluation indexes are determined. The evaluation index system of resources and environment carrying capacity of Xiong'an New Area constructed by the above method could more accurately reflect the coordinated development degree among resources, environment, ecology, social and economic system, to reveal the driving mechanism of the key elements of resources and environment carrying capacity in Xiong'an New Area.
