The central region connects the east to the west, the south to the north, and plays an important role in the coordinated development of regions across China. This paper first analyzes the characteristics of the central region in terms of national coordinated development from the national level, and then explains the situation that the coordinated development of the central region faces the "four no" problems, such as uncoordinated development between the north and the south, mismatching of economic agglomeration and population agglomeration, underdevelopment of special types of regions, and imperfect coordinated development mechanism. Finally, to tackle the "four no" problems, combined with the characteristics of coordinated development, this paper puts forward some policy suggestions from four aspects: constructing the spatial pattern of regional coordinated development, deepening the reform of the registered residence system in megacities, improving the development policy system for special types of regions, and improving the mechanism for coordinated regional development.

Nuclear technology is widely used in industry, agriculture, medicine, public security, environmental protection and other fields, and plays an important role in the development of national economy This article focuses on the nuclear technology application filed concerning ray producing devices, radioisotope technologies and nuclear detection technology, and overviews the overseas and domestic status and development trend in terms of electron accelerators, proton/heavy ion accelerators, neutron generators, radioisotope production devices, radiopharmaceuticals, radioactive source and nuclear detection technologies. Meanwhile, the development of ray device and radioisotope technology is prospected.

The creation of a new development paradigm that focuses on domestic cycle and features positive interplay between domestic and international engagements is a major strategic task concerning China's high-quality development, which falls on the shouders of national scientific and technological (S&T) power. Firstly, the paper presents a profound understanding of the importance of strengthening national S&T power to support the creation of new development pattern. Secondly, from the perspective of coordinated development and safety concern, the paper puts forward the overall approach and fundamental rules for the national S&T power to accelerate the creation. In the end, the paper elaborates on the major pathways in terms of safety, development and openness. Specifically, the institutional and systematic support should be strengthened and safety foundations for the new development paradigm should be solidified at first; secondly, the guiding role of innovations should be enhanced so that both the incentive and efficiency of the dual cycle system can be improved; thirdly, the level of opening up should be improved by aligning it with the nation's major regional development strategies.

As a national strategic and basic core industry, seed industry is facing severe challenges from many aspects. In this paper we first briefly review the development course and comprehensively analyze the current situation of seed industry from three aspects: germplasm resources, breeding technology, and seed industry system. Then we discuss the existing problems, and finally we propose the future direction of crop seed industry in China. These may provide a scientific basis for the formulation of seed industry development policy.

Advanced materials are the cornerstone and precursor of the future development of high-tech industries. Precisely designing the path and policy of innovation and breakthrough for advanced materials is an inevitable requirement for China to achieve the strategic goal of manufacturing power. By analyzing the innovation experiences of advanced material technology in the US, Japan and European Union, this paper discusses the current situation and problems of advanced basic materials, critical strategic materials and frontier advanced materials industry in China. Based on these findings and the development of advanced materials, three paths are respectively designed for different types of advanced materials: 1) "competitiveness enhancement" for advanced basic materials; 2) "independent and controllable" for critical strategic materials; 3) "pre-emptive deployment" for frontier advanced materials. At last, policy suggestions are provided from aspects such as perfecting innovation system of advanced material industry, guiding innovation direction of advanced material industry, constructing advanced innovation infrastructure of advanced material industry, and constructing sustainable innovation supporting system.

Electron beam lithography plays an irreplaceable role in applications such as high precision mask manufacturing, prototype device research and development, small volume production and fundamental scientific research. So breakthrough in advanced domestic electron beam lithography system is an urgent task in the context of foreign embargo. In this review, we introduce the development process of electron beam lithography systems, list the main manufacturers and latest system parameters of three most popular kinds of system in scientific research and industry, and summarize the progress of electron beam lithography system in China. In comparison with the technical parameters of foreign electron beam lithography systems, the key issues that need to be solved in domestic development are summarized. Among them, the challenges of realizing advanced domestic Gaussian electron beam lithography system are emphatically described, including thermal field emission electron gun, high acceleration voltage, high frequency pattern generator, high precision laser interferometer detection technology, and high precision electron beam deflection compensation technology. This review may provide a technical route reference for advanced domestic electron beam lithography system.

Digital twins, as a breakthrough technology development, has gained a huge impetus in industrial smart manufacturing, thus continually changing the manufacturing landscape. For a comprehensive understanding of smart manufacturing in the context of industrial digital twin technology, the latest research progresses of digital twin technology in the field of smart manufacturing are briefly reviewed in this paper, which include product design, product manufacturing, and safety maintenance. Then, some basic characteristics of the key technology are analyzed from the perspective of industrial digital twin technology, such as interactivity, twinning, composability and manageability. Further, typical application scenarios of digital twining technology in manufacturing are introduced from three aspects: product design and development, operation and maintenance management, and production control. Finally, the industrial digital twin technology for smart manufacturing is summarized and prospected.

As an intelligent upgradation of traditional agricultural machinery, intelligent agricultural machinery is an important part and material basis for the development of intelligent agriculture. In this paper we summarize the domestic and foreign intelligent agricultural machinery related policies, technology, and industrial development status. Then we analyze the challenges in terms of core technology, common basic standards, digital infrastructure, enterprise competitiveness, talent laws and regulations, and other aspects of China's intelligent agricultural machinery development In order to promote the high-quality development of China's agricultural machinery industry, we propose to accelerate the comprehensive strength and competitiveness of intelligent agricultural machinery equipment by accelerating key core technology research, strengthening the construction of standard detection system, increasing the appropriate mechanization and digital transformation, cultivating and developing high-quality enterprises, and creating a good ecological environment.

At present, the overall industrialization of the construction industry is at its infant stage, standards and regulations are insufficient, and production energy consumption is high. This paper conducts a theoretical analysis on the value realization of carbon sink product, analyzes and summarizes the key problems, and puts forward key directions to promote the value realization of carbon sink product, including promoting carbon sink product into the carbon market, carrying out market mechanism innovation for the value realization of carbon sink product, improving the develop method system of carbon sink product, improving the technology of carbon sink investigation and monitoring, and strengthening the construction of carbon sink development guarantee capacity.

The proposal of the dual-carbon goal has raised China's green development path to a new level and it has also put forward new requirements for China's economic development. In this article according to the characteristics of the construction industry, specific measures are comprehensively reviewed and discussed so as to achieve the carbon reduction goals. The main sources and scenarios of carbon emissions in various stages of the construction industry are analyzed and compared with, such that corresponding improvement measures are proposed. Combined with policies, standards, and management systems, the strategy of carbon reduction is discussed, which may provide good perspectives and reference for the green and healthy development of China's construction industry.

Association standardization is a major innovation in China's standardization mechanism reform and the policy system is becoming increasingly mature. The development path of association standardization has undergone the exploring development - promoting part of development-comprehensive development phases, thus rapidly responding to market and scientific and technological innovation needs, and promoting application and diffusion of new technologies and new models. At the same time, the association standardization also has its deep-seated development problems. Based on the present situation of China’s association standardization, this paper introduces some lessons from the US, Japan and other foreign standardized mechanisms. Then suggestions are put forward to association standardization governance mechanism: (1) play the role of industry management departments and China Association for Science and Technology in improving social organization and association standardization governance; (2) strengthen the government's guiding role based on the whole life cycle of association standard formulation, implementation and internationalization; (3) cultivate standardization talents and jointly develop standards to comprehensively improve association standard quality.
