The moon is the focus of the current deep space exploration and development. The Soviet Union had accumulated a rich experience in the lunar exploration and the manned flight, with abundant scientific research results. After the disintegration of the Soviet Union, Russia, constrained by its financial resources, has not launched a new lunar probe, but theoretical studies are not stopped. The "Principles of State Policies of the Russian Federation in the field of space activities up to 2030 and beyond" and the "Federal Space program for 2016-2025" were published. Russia uses the unmanned lunar probe to conduct the lunar exploration, and then carries out the manned lunar landing, and finally realizes the development path of a permanent lunar base. In future, Russia would take a pragmatic strategy of "two-legged walking", takes part in the international cooperation, and promotes the construction of the lunar orbital station and the lunar bases at the same time.

Since 1949, the construction of China's emergency management system has gone through four stages:the period of the emergency management coordination mechanism led by the classified management and the provisional institutions, the construction period of the emergency management system based on "one case, three systems", the implementation and improvement period of the emergency management system based on "one case, three systems", and nowadays the period of Chinese characteristic emergency management system with the concept of "the overall national security concept". This paper reviews the different historical stages of the development of the emergency management in China, analyzes China's emergency management system construction since the beginning of the reform and opening up period, summarizes the existing problems, and proposes prospects and improvements for the future development of China's emergency management system.

The construction of China's emergency industry system serves as the foundation of the emergency management, can enhance the ability of the emergency response and the actual combat, help the emergency science and technology and strength the information support. This paper reviews the rapid development of the national emergency management, from the two aspects:the theory and the practice. Based on the extended structure-conduct-performance (SCP) paradigm, the unidirectional static model and the dynamic feedback model are established to clarify the relationship between the four elements. Finally, according to the internal logic of the paradigm and corresponding to the relationship of the four elements, this paper puts forward a framework of constructing China's emergency industrial system, composed of five systems:the policy, the product, the technology, the service and the education.

The evaluation of the emergency performance of different regions is an important part in evaluating the effectiveness of the emergency management in China, but it has not been well carried out in the academic and practical areas so far. This paper uses the Delphi method to set indexes in four aspects (the prevention, the preparation, the response and the recovery). Then, based on the indexes set in the first step, the expert scoring method is applied to calculate the grade for every region. Finally, we have the ranking of 31 regions in China. This ranking can help the regions to improve their emergency performance and learn from the past. In the end, this paper gives several suggestions and solutions for the common problems in the emergency management process for each region.

Current state of emergency shelters in China in the context of urban security

This paper studies the current state of the emergency shelters in China from a macro perspective, by collecting data of 338 emergency shelters in cities at or above the prefectural level (excluding Hong Kong, Macao and Taiwan), and establishing a database of emergency shelters in China, focusing on the existing problems of the emergency shelters in China through the qualitative description and the statistics of the indicators in the database, with the OLS regression method to explore the significant influencing factors. Through the descriptive statistics, it is found that there are many problems in the emergency shelters in China:"over focus on construction, with little publicity", "the big volume, but low standard", "the large difference, the uneven distribution", and "focusing on target, slighting actual effect". Through the regression analysis, it is found that from the current state of the emergency shelters in China, many things should be improved, mainly from the two indicators of "the urban economic level" and "the policy strictness", so as to respond to the Urban Safety concept and the National Safety concept.

With the development of China's emergency management, the science and technology of the emergency management has been highly valued as a guarantee of the national emergency service. In recent years, China's scientific and technological achievements in the field of the emergency management show a trend of diversification with many applications. After the establishment of the Ministry of Emergency Management of the People's Republic of China, a number of science and technology support platforms have been announced. This study uses the bibliometrical method to analyze the scientific knowledge and technology of the emergency management in China with several suggestions. It is shown that the scientific knowledge and the technology of the emergency management in China are closely related. The Big Data, the Internet of Things, the Wireless Communication, the Virtual Reality, the Satellite and Remote Sensing are the key research areas. The development of science and technology of the emergency management in China should improve its practical functions. It should also integrate the education resources of the emergency management, expand the reserve of talents, and develop all kinds of related resources.

The emergency management mechanisms are an important part of the emergency management system, which plays a fundamental role in the whole emergency management process. The current researches of the emergency management mechanisms are classified according to the types and the industrial structures. First of all, in the background of the reform of government organizations, the emergency management mechanisms are integrated into the monitoring and launching mechanism, the disposing and coordinating mechanism, the operating and evaluating mechanism, the supervising mechanism and the terminating and compensating mechanism. Secondly, the system of the modern emergency management mechanisms is designed. Lastly, the whole new emergency management routes are to be efficient, coordinating and orderly.

The safety is the basis of the economic development and the social stability. It also concerns the vital interests of every organization and everybody. The demand for safety is ever growing. The relations among the risk management, the hidden hazard control and the emergency response should be studied in order to prepare effectively, respond rapidly, rescue scientifically and recover instantly. In this paper, the conceptions and the relations of the "risk-hidden hazard-incident" are discussed, and an integrated framework of the daily safety management, the risk management and the emergency management is proposed. On this basis, the architecture, the business process and the main modules of the integrated platform are designed, which could provide an effective support for the regional safety and emergency management.

The sampling, the preprocessing, and the modeling for the commercial street pedestrian traffic flow data based on the intelligent video analysis are presented in this paper. The Xidan mall is taken as an example, the by-date grouping-style vertical time series are established, consisting of multi surveillance points and different points-in-time. The modeling and forecast results show that all vertical time series are stationary and of non-white noise with similar ARMA expression formulas, which can be well applied to the forecast of pedestrian traffic flow data.

Based on the geo-setting theory, an analysis framework of geo-setting is built in this paper, to systematically analyze the dynamic changes of American geo-setting from the geographical environment, the geo-relationships, the geo-structures and the geo-space. The geographical environment gives the United States a favorable geographical location, superior geographical conditions, absolute geo-advantages and the possibility of becoming the most important world power. In the course of its development, American geo-relationships take various forms, such as the confrontation, the competition, the cooperation and the alliance. The geo-structures have important functions. The inverted triangle geo-structure, the multipolar geo-structure, the bipolar geo-structure and the geo-structure of one superpower and multiple big powers have brought the status, the power and the interests for the United States in the geopolitics, the geoeconomics, the geo-culture and other aspects. The geo-ideological structure that the United States faces with the rise of China needs to be renewed urgently. The main geo-space of the United States spans the North America, the Asia, and the Europe, which can be divided into the hinterland, the core geo-space, the ocean geo-space and the peripheral geo-fulcrum. Entering the 21st century, the domestic and international environment in the United States is undergoing profound changes, and its foreign relations and the geostrategy are also showing a new round of changes and adjustments to adapt to the new geo-setting. In the process of China's peaceful rise, China can actively shape its own geo-setting, solve complicated geo-setting problems and safeguard China's geo-security by building potential Indian Ocean Passages, building a mutual benefit and win-win "friend circle", and formulating its own geostrategy for development.

The successful development of "Jiaolong" is a phenomenal progress for China to become the top five countries in the world on the deep sea manned technology and related industries. The general outline and impacts of "Jiaolong", and the future of the ocean technology and researches are reviewed in this paper, including the main technology challenges, the technical achievements, the promotion role to the whole fields of deep sea science and technology.
